Overall Project Scope:

  • The Chief Technology Office (CTO) of NCI Agency has a requirement for off-site support to the Federated Interoperability (FI) Branch of HQ SACT under the ACT Programme of Work (POW) for 2026, and also the Cyber and Digital Transformation Division (CDT) under the CDT POW 2026.
  • NCIA CTO supports the FI Branch through a Federated Mission Networking Framework Support Project. This project is divided into multiple Work Packages (WPs) and WP4 provides support for implementation of the FMN Communications and Awareness Strategy in order to deliver FMN communications and awareness.
  • NCIA CTO Supports the CDT on multiple projects with focus on improving digital interoperability in the NATO Alliance. Activities under the CDT POW 2026 require communications and awareness support relating to support for the operationalisation of the Digital Interoperability Roadmap (DIOR) for the Interoperability Profiles Capability Team (IPCaT) and the broader communication of IPCaT products and activities.

Tasks for Communications and Awareness Support:
Services to be provided are focused on providing support to:
Support implementation of the NATO FMN Communication and Awareness Strategy:

  • Creation of communication campaigns in line with the FMN C&A Plan objectives and analysis
  • Creation of necessary content and media to support the communication campaign
  • Liaison and coordination of content delivery agencies and personnel
  • Monitoring, recording and assessment of campaign results and outcomes

Support the implementation of the IPCaT Communication and Awareness Strategy:

  • Creation of communication campaigns in line with the IPCaT C&A Plan objectives and analysis
  • Creation of necessary content and media to support the communication campaign
  • Liaison and coordination of content delivery agencies and personnel
  • Monitoring, recording and assessment of campaign results and outcomes

Activities and Deliverables:

Under the direction of the project manager or assigned task leader, the services provided are related to the following activities:
Activities under the NATO FMN Communication and Awareness Support

  • Create and improve a communication campaign in line with the FMN C&A Plan objectives and analysis, focussed on at least two aspects: General FMN Awareness, Data Centric Security implementation in FMN
  • Create the necessary content and media to improve support for FMN general awareness (Video interviews, Newsletter articles, Blog entries)
  • Liaise and coordinate with the Capability Planning Working Group (CPWG) High Level Planning Team (HLPT), the Multinational CIS Security Management Authority Working Group (MCSMA WG) and the NDS to ensure accurate and complete communications products.
  • Engage at key events to promote awareness of the FMN Framework development and its key products: FMN Seminar Q2 2026 18 to 20 May, Split, Croatia; TIDE Sprint 2026, 4 to 8 May, Istanbul, TUR
  • Monitor, record and assess campaign results and outcomes and report these to the WP4 Sponsor

Activities under the IPCaT Communication and Awareness Support

  • Create and improve communication campaigns and products in line with the IPCaT C&A Plan objectives and analysis: The NISP Flyer; The IPCaT Team Booklet; The IO Dashboard Flyer
  • Participate in the four IPCaT meetings planned in 2026, including physical attendance of one IPCaT meeting in Europe for 2 days, between May and Nov: IPCaT #51 Feb 2026 Quebec, CAN; IPCaT #52 May 2026 Brussels, BEL; IPCaT #53 Sep 2026 Rome, ITA; IPCaT #54 Nov 2026 The Hague, NLD
  • Support the engagement with staff at key events to promote awareness of the IPCaT and its key products (travel not currently required): CWIX 2026 Execution Bydgoszcz, POL; CWIX 2027 Initial Planning Conference, location tbc
  • Liaise and coordinate with content delivery agencies and personnel
  • Monitor, record and assess campaign results and outcomes and report these to the IPCaT

Deliverables:

  • All of the defined deliverables are briefings, reports, designs (proof of concept demonstrators) or specifications with a well-defined NCI Agency-specified format.
  • The deliverables will be required on a monthly basis starting NLT 16th March 2026 (tentative) until 31 December 2026.
  • Each deliverable shall undergo internal peer review by the Contractor prior to submission. A peer review statement shall be included in the deliverable or accompanying submission email. Peer review is not a substitute for NCI Agency validation and acceptance.
  • Input and guidance will be provided by NCI Agency in written from or/and during the targeted review meetings.

  • Description: Deliver Communication and Awareness Support activity plan for the FMN Framework for 2026, detailing the plan to deliver WP5 outputs in 2026

TIDE Sprint 2026 Onsite Support Summary:

  • Description: Deliver onsite support at TIDE Sprint (5 days, Istanbul, TUR), including conducting stakeholder engagement and interviews on site to collect data, resulting in providing a summary report of engagement demographics, questions, answers and response summary. Acceptance shall be based solely on the submitted output document and not on the quantity of stakeholder interactions.

FMN Seminar 2026 Onsite Support Summary:

  • Description: Deliver onsite support at the FMN Seminar (3 days, Split, HRV), including on site stakeholder engagement and interviews, resulting in a summary report of stakeholder engagement conducted during the FMN Seminar, including engagement demographics, questions raised, responses provided, and a consolidated response summary. Acceptance shall be based solely on the submitted output document and not on the quantity of stakeholder interactions.

FMN TIDEPEDIA Update #1:

CWIX 2026 Execution – Offsite Support:

  • Description: Deliver support for CWIX 26 Execution, to prepare the ACT Team Members in their stakeholder engagement and interviews during the event.

IPCaT Campaign Feedback – Meeting #54:

  • Description: Deliver feedback at IPCaT Meeting #54 on the IPCaT Communications Campaigns Conducted Sep-Nov, detailing campaign activities, products, results and way ahead.
  • Output: MS PPT Presentation delivered in advance of the meeting
  • Due: November 2026
  • Acceptance: Validation and acceptance by PM and Task Sponsor.
  • Deliverables shall be provided in accordance with the schedule defined in Section 3.2 A and B. Where multiple deliverables are planned within a single month, each shall be considered separately for acceptance purposes.
  • The expected classification level of the deliverables is NATO UNCLASSIFIED. However, in some particular circumstances it might be decided that a part of the deliverables will be classified as NATO RESTRICTED.
  • Services provided may require the consultants to access information, as well as CIS systems, classified up to NATO SECRET. This will be done on-site at an NCI Agency location.

Security Clearances:
Services provided of the consultants require a valid NATO SECRET security clearance.
 
Specific Expertise Required:
Expertise:
The services to be provided under this SOW requires a single resource who has expertise in several areas to ensure clarity, precision, and alignment with organizational goals. The key expertise areas that must be demonstrated by the contractor are:
 
Strategic Communication Expertise:

  • At least 5 years experience in understanding of corporate communication, public relations, and marketing strategies in multinational international organisations
  • At least 5 years experience in stakeholder engagement, crisis communication, and reputation management in multinational international organisations

Content Development and Branding:

  • At least 5 years experience in developing messaging frameworks, key messages, and content strategies in multinational international organisations
  • At least 5 years experience in applying brand guidelines, tone of voice, and visual identity in multinational international organisations
  • At least 5 years experience in creating campaign materials (press releasts, social media posts, brochures, etc.) in multinational international organisations

Stakeholder and Audience Analysis:

  • At least 5 years experience in identifing target audiences and tailor communication approaches in multinational international organisations
  • At least 5 years experience in appluing understanding of cultural, social, and organizational communication nuances in multinational international organisations.
  • At least 5 years experience in user research, surveys, and feedback mechanisms in multinational international organisations

Experience & Background:

  • At least 4 years Experience of coordinating and delivering communication and awareness campaigns in international military environments.
  • Demonstrated experience, at least 4 years, of supporting military interoperability programmes and concepts
  • At least 4 years experience of NATO Federated Mission Networking
  • At lease 5 years of experience in crafting high fidelity messaging, imagery and information products across a range of media types including, but not limited to, web content, imagery and photography, infographics, video and audio.
  • Deep experience, at least 5 years, in working with international organisations and in multinational environments.
  • Knowledge and experience of NATO Structures and military operations
  • At least 4 years demonstrable experience in working with Semantic Media Wiki (e.g. Tidepedia)
